The following document is a union grievance filed on behalf of the two Assistant Town Clerks (Margaret Martins and Terri Kuskowski) regarding Marc Garofalo staffing the TC's office with his "life partner" Sarah Widomski
-The documents in this section outline an incident where Marc performed a marriage ceremony in Derby (conflict of interest), and then falsified the marriage certificate or reperformed the ceremony listing another individual as the officiant.
-Also outlined is the above mentioned incident where the office was staffed by current Alderwoman Sarah Widomski, an unqualified and unauthorized individual at the time of said staffing.

Here is the resolution taken from the March 21, 2017 BOA meeting minutes. (which you conveniently can't find in the city website archives).

Increased tax burden due to 3rd Assistant TC (overstaffed)
Remember when the TC's office went unstaffed/staffed by an unqualified and unauthorized individual? (if not go back and read the police report and the statement starting on p.12)
What's Marc doing during his undocumented absences while making $85k/yr? (see W2s below)
-Earning tens of thousands of dollars playing organ for weddings and funerals (like the funeral he's supposed to play at St. Margaret Mary in Shelton 10/28 at 10am)
-In addition to St. Margaret Mary in Shelton, he also plays for funerals (and weddings) at St. Mary's and St Michael's in Derby, and St. Joseph's in Ansonia. Many of which are during City Hall hours.
-Marc Garofalo worked the election polls April 2, 2024 and Nov 5, 2024(got paid twice by the City for the same time period worked)
-Marc ALSO left the polls to play a funeral on April 2, 2024 during election/City Hall hours. The name of the deceased has been withheld out of respect for the family.

If you didn't know, Marc owned a CertaPro franchise for 7 years. Here's a screenshot from his LinkedIn. Notice the overlap from 2013 to 2016.

Well in excess of $750,000 for the Region 15 School district over the course of the 7 years he owned the franchise. You don't have to read all 116 pages, but they're here if you want to. They are grouped by year in reverse chronological order. Look through the first few and notice the individual PO amounts...
Surely someone who is guided by integrity would follow all of the rules regarding the bid process for a municipality, right?
Anything over $10k was supposed to go out to bid. Remember those big PO's?
You guessed it, for 7 years not one formal bid procedure was held for painting in Region 15.

Keith was the treasurer who got voted out and then almost immediately was appointed Finance Director in 2019. He also held the position of Finance Director at Region 15 School District.
It's curious that once Marc sold his business, McLiverty (Marc's friend, neighbor, and some would say co-conspiritor) informed Marc's successor that outside painting services would no longer be needed for R15.
(All of this coming to light led to Keith's dismissal at Region 15, but thats okay, thanks to his new paid position in Derby)
